Who or what agency 'certifies' a wash company for trailer washouts?

No one, simple as that. All they want is the piece of paper that says you wasted your time and money. Shippers/Receivers won't accept you washing at home with high pressure hot water and taking pride in a job well done. They will however accept the high school kid making minimum wage at the washout using a cold water garden hose to wet down your trailer from the ladder on the front and back. It's a joke. Seems like about 1 in 10 places actually attempt to even get it clean.

no such thing as a certified wash out tank wash outs are different i think they use a solvent to wash them out depending what they hauled prior but as for dumps hoppers and vans or reefers they just power wash with water and charge you a arm or leg to do the same thing i can do myself but 10 times better

Whoever is willing to have the equipment and money to back a load if it gets contaminated from the prior load is really all it takes
